The point of view
On 26 May 1950 the Supreme Court struck down a ban on one weekly and pre-censorship of another. Four days later Nehru wrote to his Chief Ministers about "a very virulent communalist organ in Delhi and a Communist paper in Bombay". A year on, he moved the Constitution's first amendment: new grounds to restrict speech, "public order" among them, applied backwards, alongside protection for land reform. He told Parliament it "widens the scope of law-making—undoubtedly so". He also denied any political purpose, and accepted the one word, "reasonable", that let courts check it. It passed 228 to 20.
