Let's go to Pithapuram. 23 April 2024. A notary stamps three pages headed "ANNEXURE J: Legal Cases". On them a candidate lists eight criminal cases against himself, and in every row, under "charges framed", writes NO. Seven weeks later he is Deputy Chief Minister of Andhra Pradesh. His name: Konidala Pawan Kalyan. Five of those cases came out of one speech, about village volunteers and traffickers. Since then the state's Public Prosecutor has applied to withdraw one and the court has allowed it; four volunteers have challenged that withdrawal. A lake authority's chief has said six or seven of his ten acres at Janwada lie inside a lake's boundary, and that he saw no encroachment.
